DEVELOPMENT STRATEGY of Lobachevsky State University of Nizhni Novgorod – National Research University until 2020




In the course of the last two decades, the University of Nizhni Novgorod developing in the new socio-economic conditions at the end of the 20th and early 21st centuries has made great advances: it has become one of Russia’s leading classical universities, a major center of research, education, innovation, and culture in this country.

Conducive to this were a number of strategic decisions, in line with the new realities, made by the management and staff of the University. These decisions have resulted in:  intensive development of the social sciences and humanities complex of the university, functional integration with the Russian Academy of Sciences, creating  a project-oriented system of university management, setting up a system of University branches, creating a system of innovation activity,  the University’s internationalization policy, the status of a "National Research University" obtained by the University and participation in the implementation of major government programs. UNN is among the 700 best universities in the world according to the "QS World University Rankings".

Over these years, a number of documents defining UNN’s long-term development have been developed and adopted, including "UNN Mission", "UNN Policy in the Field of Educational Quality", "UNN Strategy of Knowledge Transfer", "Development Program of the State Educational Institution of Higher Professional Education "Lobachevsky State University of Nizhni Novgorod" for 2009-2018" - a program for the development of UNN as a National Research University.

Decisive goals of the new stage of the country’s socio-economic development determine new tasks for Russia’s higher education. New circumstances are characterized as the state policy for restructuring  the higher education system, among other things through its harmonization with the European system of education based on the Bologna process, promotion of competitiveness of Russian universities in the global research and education space, substantially increased requirements on the part of the state and society concerning the effectiveness of educational, research and innovation activities of universities, consolidation of universities in order to create university complexes, which will be competitive among other leading research and education centers of the world,  reduced funding from non-budgetary sources due to the changing structure of demand for educational services, the need to introduce co-funding of large state programs of university development, active competition among universities for the resources on the national and international market of education, research and innovations.

Currently, the main areas of development of Russia’s higher education system until 2020 have been determined at the national level. The objectives of Russian HEIs are formulated in the Presidential Decree "On the measures to implement the state policy in the field of education and science" (dated  May 7, 2012, No. 559), the State Program "Development of Education" in 2013-2020 (approved by the Decree of the Government of the Russian Federation dated  November 22, 2012, No. 2148-r) and a number of other documents. UNN takes into account the priorities of the "Strategy of the Nizhni Novgorod region until 2020" (approved by the Resolution of the Government of the Nizhni Novgorod region on April 17, 2006, No.127).

University staff refines and adjusts the previously formulated priorities and areas for its development in the years to come and sets some new ones. The development strategy of UNN until 2020 (the Strategy) provides a new vector for UNN’s development as a major competitive university center.




The objectives of the University strategy are UNN’s sustainable development as a research and innovation university, ensuring its competitiveness among the world's leading research and education centers, enhancement of its role in scientific and technological, social, economic and cultural development of the Nizhni Novgorod region and Russia in a global knowledge-based society.

By 2020, the University of Nizhni Novgorod must reach a new level of international recognition as a leading research and innovation classical university, competitive among the world's leading research and education centers. UNN’s position in internationally recognized university rankings is considered to be an integral assessment of the attained level.

UNN-2020 will rank among the top 300 universities in the world.

UNN-2020 will function on the basis of the concept of the "knowledge triangle" - its triune function of education, science and innovation. The decisive competitive advantage of UNN-2020   among the institutions participating in the development of innovative knowledge society will be the training of highly qualified and creative professionals possessing the qualities of innovators and entrepreneurs.

UNN-2020 will become a major university in terms of the number of students and academic staff. To achieve this, UNN is open to consolidation of research and educational institutions in the Nizhni Novgorod region. UNN develops a system of branch campuses in the cities of the industrial belt of Nizhni Novgorod.

UNN-2020 will be a university providing a wide range of educational programs at the master’s and doctorate levels. A significant increase is envisaged in the numbers of graduates with the degrees of Master, Candidate and Doctor of Sciences. The high quality of education, and an increased scientific level of dissertations will be provided, among other factors, by introducing a comprehensive educational quality management system.

UNN-2020 will be a research university with advanced scientific and laboratory equipment. UNN scientists will conduct basic and applied research in priority areas, participate in the technological platforms of Russia, they will have high citation indicators in prestigious Russian and international databases of scientific publications.

UNN-2020 will be a university with the developed innovation infrastructure. UNN will continue active cooperation with companies, including large state-owned ones, through contract research and commercialization of research results. The University will be the founder of a large number of effectively operating small innovative enterprises. UNN is implementing a program to develop the growth zone for medical equipment development and biomedical high technologies.

UNN-2020 will be a University, which provides training for the teaching staff at all levels of secondary and higher education. University graduates will be ready to teach in secondary and higher education institutions using modern approaches based on active and e-learning methods.

UNN-2020 will be a socially responsible university. Community service and civic education of students will remain the University’s priorities.

UNN-2020 will be a global university. Research and innovation results, as well as study programs at UNN will be in high demand not only in Russia but also abroad.

There will be a significant increase in the number of academic and teaching staff of the University actively collaborating in international projects and participating in international events. Also, the number of international students enrolled in UNN, including postgraduates, will grow considerably.

UNN-2020 will be the center of cultural and spiritual life, a source for disseminating scientific knowledge among the community.




The achievement of the new level involves the development of both the areas of activities that are traditional for UNN and of the promising new areas constituting development platforms. Such platforms are broad areas of research, educational and innovative activity, that imply the integration of efforts of academic staff from various university departments, as well as representatives of stakeholders on the project basis.

To support platform-based activities, UNN will develop new approaches to university management, attract appropriate resources and engage in activities aimed at its integration into the global research and educational space.

The key provision of the Strategy is the recognition of the need to improve the efficiency of every employee of the University in order to solve various tasks and carry out work additional to his or her traditional responsibilities.

Basic research in all the fields of a classical university and research-based training including activities aimed at raising the level of mathematical culture will remain UNN’s essential and indispensable functions.

UNN will concentrate its efforts in the areas whose development will ensure its position among the universities that are at the cutting edge of education, research and innovation. The results of the educational, research and innovation activities meeting the society’s and the state’s most pressing needs will ensure UNN’s economic development. All of this taken together, including the improved efficiency of the University staff, will provide the basis for the growth of their salaries.

The Academic Council of UNN may make appropriate changes in the Strategy if this is required by the changing needs of society and economic development trends.
