Before the enrollment to degree studies at Lobachevsky University, the foreign applicant should carry out the process of the official recognition of his/her precedent international education within the framework of the application process & admissions pre-requisites.

Within the national recognition of educational background or foreign qualifications the documents are to be submitted (including in electronic form) to the National Information Centre / Glavexpertcenter (special department of Russian governmental institution – Rosobrnadzor).

UNN international applicants can recognize their international education directly at Lobachevsky University (upon paragraph 11, article 107 of the Federal Law of the Russian Federation dated by December 29, 2012 No. 273-FZ «On Education in the Russian Federation»). The procedure of recognition of foreign education, degrees & qualification at UNN is carried out by the Centre for International Credentials Expertise (CICE). The recognition procedure is performed in accordance with the current Regulations.

To recognize the international education, degree or foreign qualification at Lobachevsky University, the applicant is expected to:

— prepare & submit the application & attached documents for their official recognition to CICE office. The list of the documents includes:

- an application for recognition of foreign education or qualification.

- an acknowledgement regarding the warning about the responsibility for providing false (forged) education documents.

- an original documents on foreign education and its supplements/appendices (if the latter is provided for by the legislation of the foreign country where the document was issued), duly legalized or certified with an apostille stamp.

- a duly certified copy of the legalized / apostilled document on foreign education and its supplements/appendices (if necessary, with a certified translation into Russian).

- a duly certified copy of the passport of the holder of a foreign education (if necessary, with a certified translation into Russian).

- a duly executed notarized power of attorney - if the applicant is a legal representative of the holder of a foreign education (unless the applicant is a parent (father, mother, guardian) of the minor who is a holder of  foreign education and/or foreign qualification).

- a duly certified copy of the applicant's passport, if the applicant is a legal representative of the holder of a foreign education acting in accordance with the civil legislation of the Russian Federation (if necessary, with a certified translation into Russian).

- a copy of the document confirming the change of the surname and/or name and/or patronymic of the holder of foreign education if the name and/or name and/or patronymic specified in this foreign education document do not match the passport data of the document bearer.

- other documents upon the CICE request.

— submit to the relevant UNN hosting unit a referral for recognition procedure (given to the applicant at CICE office to confirm his/her application).

— within 30 working days pick-up the submitted original documents on foreign education from CICE office resulting the procedure of recognition.

NOTICES:

— Recognition of foreign education and (or) qualifications carried out by Lobachevsky University is eligible only to be admitted or employed by UNN.

— Before applying to CICE, the applicant should make sure that:

- the complete set of documents has been collected, and foreign documents on education have been duly legalized and translated into Russian (if necessary);

- the translation of the first and last name in the education documents matches the translation of the passport and visa (if any);

- all information in educational documents and their translations is correct, accurate and complete, there are no unauthorized changes, erasures, etc.

— If there is a discrepancy in the spelling of applicant`s first and last name in his/her education document and identity document (passport), the applicant must provide an official document confirming these discrepancies (for example, an affidavit, a marriage certificate, a certificate of change of last name, etc.).

— Consular legalization or apostille may be unnecessary, as per regulatory acts and international treaties of the Russian Federation. Detailed information on the requirement for legalization or apostille can be got here.

— When the submitted document or any of its elements are not executed in Russian (and are not duplicated in full in Russian), a certified translation of this document (or its elements) into Russian must be provided. The last name, first name and patronymic (if any) of the foreign citizen in the translation must fully correspond to the last name, first name and patronymic of the foreign citizen specified in the entry visa to the Russian Federation (if any). Certification of a copy of the document and/or its translation into Russian is carried out by a Russian notary in the Russian Federation or by a Russian diplomatic mission (embassy or consulate) outside the territory of the Russian Federation, except in cases when certification can be performed by the authorized persons or organizations in the country that issued the document, in accordance with international treaties of the Russian Federation.

— The Center for International Credentials Expertise may request additional proofs of the education level of the holder of foreign education and/or foreign qualification, including documents confirming the fact of studies and the delivery of the submitted foreign document on education, the license and/or accreditation (certification) of the educational program in the organization that issued the foreign document on education, information about other forms of official recognition of the foreign organization that issued the foreign document on education.
