The procedure for fingerprinting and the rules for medical examinations of foreign nationals

On December 29, 2021, Federal Law No. 274-FZ, dated July 1, 2021, came into effect, introducing amendments to the Federal Law  “On the Legal Status of Foreign Citizens in the Russian Federation” and the Federal Law  “On State Fingerprinting Registration in the Russian Federation”.

Under this Law, foreign nationals entering the Russian Federation after 29 December 2021 MUST undergo state fingerprint registration and photography, as well as a medical examination.

Foreign nationals arriving in the Russian Federation for a period of more than 90 days for the purpose of studies must undergo these procedures within 90 calendar days from the date of entry.

Foreign nationals arriving in the Russian Federation for the purpose of work must undergo these procedures within 30 calendar days from the date of entry.

Foreign nationals who have a temporary residence permit or a residence permit are exempt from undergoing medical examination, fingerprinting and photography procedures.

                                     Medical examination

     As a first step, foreign nationals must undergo a medical examination. This medical examination can be performed at the Clinical Diagnostic Centre located at 2, Reshetnikovskaya Street in Nizhny Novgorod.

Open hours: Summer (from 01 May to 30 September):

                      Monday to Friday: 8.00 to 19.00

          

                     Winter (from 01 October to 30 April):

                     Monday to Friday: 8.00 to 20.00

The International Students Support Office arranges visits to the Clinical Diagnostic Centre every Tuesday and Thursday. International students should gather at 13.00 in Room 303, building 2.

List of documents required for the procedure:


- passport (original and copy);
- passport translation (original and copy);
- migration card (original and a copy);
- visa (original and copy) - for foreign nationals arriving in Russia according to a procedure that   requires a visa;
- migration registration form (original and copy).

The medical examination includes check-ups with a dermatologist/venerologist, a drug addiction psychiatrist, a TB specialist, a radiologist, an infectious disease specialist, as well as laboratory tests for syphilis using three methods, HIV, a leprosy examination, an X-ray examination and a chemo-toxicology analysis.

It takes 3 working days to prepare the results of the medical examination.  Foreign nationals pick up their results individually at the Clinical Diagnostic Centre.

Important: The results of the medical examination are valid for 1 year. After the expiration of this period, foreign nationals must undergo the medical examination once again.

The cost of the medical examination is 2 200 roubles.

   State fingerprint registration and photography


      After receiving a medical report, foreign nationals must apply in person to the Multifunctional Migration Centre (a branch of the Migration Department of the Ministry of Internal Affairs of the Nizhny Novgorod region), located at 18, Akademika Sakharova Street in Nizhny Novgorod,  to undergo a mandatory state fingerprint registration and photography.

- passport (original and copy);
- notarized translation of the passport (original and copy);
- migration card (original and a copy);
- migration registration form (original and a copy).
- results of the medical examination (original and copy).

After passing the state fingerprint registration and photography procedure, foreign nationals are issued a document in the form of a card with an electronic data carrier.


         The International Students Support Office arranges visits to the Multifunctional Migration Centre every Wednesday. International students should gather at 8.00 in Room 303, Building 2.

The cost of the state fingerprint registration and photography procedure is 850 roubles.

Liability for non-compliance with the law

        If a foreign national fails to comply with the obligation to undergo mandatory state fingerprint registration, photography and/or medical examination, reduction in the duration of this person’s temporary stay in the Russian Federation will be considered. In this case, the foreign national will be obliged to leave the territory of the Russian Federation.
