According to the Campinas Declaration that was adopted as the outcome of the 7th BRICS Science, Technology and Innovation (STI) Ministerial Meeting, which took place on September 20, 2019 in Campinas (Brazil), Russia was designated as a host country for the 4th meeting of the BRICS Working Group on Information and Communication Technologies and High Performance Computing.

On behalf of and with the support of the Ministry of Education and Science of the Russian Federation, the 4th meeting of the BRICS Working Group on Information and Communication Technologies and High Performance Computing was organised by Lobachevsky University from 8 to 9 October 2020.

The BRICS Working Group, which includes heads of IT laboratories and leading ICT experts from Brazil, Russia, India, China and South Africa, held 8 professional sessions. In the course of the sessions, the following topics were discussed: a review of the BRICS landscape in the field of ICT and high-performance computing; current status, potential partners, prospects; areas of interest in the fields of science, education and production for finding partners in the BRICS countries; an integrated hub for BRICS innovation cooperation in the field of ICT and high-performance computing; BRICS STI Framework Programme; support for joint BRICS STI projects.

Alexander Bedny, Vice-Rector for International Affairs of Lobachevsky University, emphasized the importance of partnership between scientific communities of different countries in the interests of global stability: "Within the framework of BRICS, we are working on a number of thematic areas. It should be noted that in 2020 Russia is chairing this association of countries. A face-to-face meeting of this Working Group was planned for May 2020, but it was postponed – for reasons well-known – until this autumn and is held online. Today's event brings together experts and IT specialists from all five BRICS countries to discuss key and topical issues in the development of ICT and high-performance computing in the world, as well as advanced research results in working on the global challenges of our time. Of course, our University is actively involved in this process".
