On March 21, an expert meeting of the Association “Global Universities” was held at the Higher School of Economics in Moscow. The aim of the meeting was to develop new approaches to the recognition of foreign education, foreign academic titles and degrees. Lobachevsky University was represented at the meeting by Konstantin Kemaev, Head of the Center for the Examination of Foreign Education Documents and/or Qualifications. The focus of discussion was on the recognition of education, qualifications, titles and degrees received in the world’s leading universities, the list of which is determined by the Government of the Russian Federation. Such degrees are recognized automatically, and the only actions that are required are the authentication of foreign diplomas and a general assessment of the content of education and the procedure for awarding a degree or title. Currently, this list includes universities represented in the top 300 of such global rankings as QS, THE and ARWU. Following the expert meeting, proposals were formulated for updating and expanding the existing list, taking into account best practices from around the world, as well as the experience accumulated by the members of the Association “Global Universities” themselves (including the experience of recognizing periods of study, education and degrees obtained at partner universities) to more effectively recognize education and academic degrees obtained in leading foreign universities. The working group is now discussing and developing criteria for the inclusion of foreign universities in the draft of the new list.
